build: refresh Claude SDK auth-app and tsx patch dependencies

Replaces Dependabot #10 on the reviewed current baseline after #15 (minor refresh), #17 (disposable benchmark I/O), and #16 (both SDK permission guards).

Updates installed Claude agent SDK 0.3.227 to 0.3.283, auth-app 8.3.0 to 8.3.1, and tsx 4.23.12 to 4.23.15. Required Octokit auth/request transitive dependencies and platform SDK binaries follow the new versions. Only package files change.

Local validation: 214 tests / 30 suites, typecheck, lint, format, build, compiled offline smoke; npm audit zero. The real SDK transport test confirms Read/Grep/Glob-only inventory, default permissions, both guards, empty setting sources/MCP/plugins/skills, and denies Write/outside paths. GitHub review-post retry-off tests remain green. No model process/calls/spend or product authentication change: Peer remains Claude-login.

Merge requires all four Linux/Windows x Node 20/22 jobs. After merge, original Dependabot #10 will receive a supersession note and close.
