(How has this not been needed before now?!)
Permission template creation is now handled by the hyrax_collection factory, so the creator let declarations now lookup the object.

Summary
Ability was lacking the logic to support Hyrax::Resource objects. This gap had not shown up during normal site usage, but was revealed while adapting file_set_abilities_spec for valkyrie resources.
