TypeError: PermissionsControl is not a constructor

Descriptive summary

Compiling and running hyrax 4.x docker container produces the TypeError: PermissionsControl is not a constructor in both dassie and koppie, preventing collections and works from being created

Steps to reproduce the behavior in User Interface (UI)

1. Pull fresh copy of hyrax 4.x-stable branch
2. Compose application as directed here:
   https://github.com/samvera/hyrax/blob/main/CONTAINERS.md#dassie-internal-test-app-with-activefedora

I tried this out and was running into the same problem. I think this issue is related to #6762.

Creating a new work was successful for me after:

• Pin sprockets in hyrax.gemspec: spec.add_dependency 'sprockets', '3.7.2'
• docker compose down -v
• docker compose build
• docker compose up
