bcftools call -G option is not compatible with Windows #1370

Description

0f4aed2 added a feature where an option tag could be specified in the bcftools call -G option. Unfortunately it used a colon as a separator which does not go well with Windows drive letters. This is breaking the Appveyor tests.

The feature is new, so maybe the solution would be to use a different separator?
