board-pico: Machine init function

Comes from 2.6.38 , we will modify it to work for 3.0.y

Also, fixes error:

pico.c:1821: error: 'pico_init'
undeclared here (not in a
function)

Yeah, need to declare pico_devices. Done it in my next commit, its on my
github, not online now, will push that also in this pull request. In
pico_devices I have commented out the stuff that needs to be fixed with
FIXME tag.
