Adds a CI run that uses Meson with dependencies installed via homebrew.

@dimpase This is for tracking how much we are away from using meson + homebrew (without sage-the-distro) on macos.

Currently hitting sagemath/cypari2#181. Not sure if it's a bug in the homebrew pari, or cypari2 has problems with arm64?
