Is it needed the filename to be in uppercase? I was checking these docs but I couldn't find a reference (https://docs.github.com/en/communities/using-templates-to-encourage-useful-issues-and-pull-requests/creating-a-pull-request-template-for-your-repository#adding-a-pull-request-template)

I'm not sure. I was using the web repo as an example but I renamed it to match the docs in 361b0ec to make sure.
This adds a basic PR template with the titles "Summary" and "Changes" as they seem to be our most used sections.
