no license info for most files in scale7-core repo

Some of the files in the scale7-core repo have an Apache or LGPL license statement in them, however most don't have any license info.  A top level licensing file indicating what license the ones without an explicit license are under would be awesome.

I know it seems silly, but not having it provides a barrier to using your great work at some companies.
