This PR migrates all code, tests, and documentation from 'blar'/'blarify' to 'cue'/'cueignore' conventions.

Summary
This is a clean migration branch created from main with the migration changes cherry-picked from the original branch. The original cue-migration-v2 branch had divergent history due to force pushes, so this clean branch was created to enable PR creation.
Testing
All tests should pass after this migration as it's primarily a naming change.
