`name_scope` layer option not used ideally

The effective name scope is correct in the end but it could (should) be better.

For the Transformer test:

            'name_scope': '/encoder/layers/0/self_attn',

This should not be needed this way.

This is fixed now. test_nn_transformer_search also contains a check for this.
