This check was introduced in #2344 to fix #2166, and later relaxed on Web in #2720 / #2897.
We need to move the check into the backends themselves though to finish #4249, so that is what this PR does. On a few platforms (AppKit and UIKit), I've opted to implement this using existing checks instead of a new
static.
