Windows: Pressing alt+[a-z] pushes a WindowEvent::CursorLeft event

### Description

pushing the issue https://github.com/bevyengine/bevy/issues/22535 downstream, i have only tested in bevy so far i will eventually try and reproduce in a more minimal setup when i have time to mess around with windows.
