Bumping the windows-sys dependency from 0.52 to 0.59 seems to resolve the issue. I'll create a PR with this change.

Windows-sys has been updated in #576. Per #558 (comment) this should be fixed then. Closing, if it's not fixed @traies please let us know and we reopen.
