OptLevel changes. Accepts levels 0 to 3 only. '-O' is no longer accepted. New snapshot may be required (or modify the stage0/rustc command line to still use -O). I tested linux building rustc with all OptLevels.

Integrated with the change to make -O synonymous with --OptLevel=2. Shorter and saves a new snapshot from being made.

Update the atomic intrinsics challenge to make verifying the intrinsics
out of scope, since that would require verifying compiler
implementations that are out of scope for this effort. Also make the
part about verifying the absence of panics optional to restrict the
requirements to safety only.

I also added a `mdbook-linkcheck` dependency because I discovered I
needed that to build the book locally.
