Explicit tail calls on PowerPC and PowerPC64 are unimplemented in LLVM and therefore these doctests fail to compile with:

rustc-LLVM ERROR: failed to perform tail call elimination on a call site marked musttail

Ignore the explicit tail call doctests on those targets for now.
