Tracking Issue for `BinaryHeap::from_raw_vec`

Feature gate: #![feature(binary_heap_from_raw_vec)]

This is a tracking issue for the BinaryHeap::from_raw_vec function. This function constructs a BinaryHeap from a Vec without performing a heapify.

For postarity: the unsafe is because that way other code can depend on BinaryHeap<u32> being correct, for example.

(For untrusted generic types one can never fully trust them, since Ord might be incorrect, but for trusted types one wants to still be able to trust BinaryHeap.)
