Tracking Issue for fN::BITS

Feature gate: #![feature(float_bits_const)]

This is a tracking issue for fN::BITS.

This adds f32::BITS and f64::BITS, (additionally f16::BITS and f128::BITS) constants, analogous to the existing {integer}::BITS.

Would it be a good idea for me to create the stabilisation PR so we could actually determine the impact of this via a crater run?

If you'd like you can create it at any time, but we should probably hold off for a couple of versions before actually stabilizing.
