Allow use of select crates.io crates.

Right now, only the crates that are included with the compiler are useable, but it'd be nice if crates like regex, num and time were available as well.

The first step is Cargo building reliably against master in a clean container. It has currently been broken for a week with master and it has no support for sane reproducible builds without network access. Once that step is done, packages can be added to the nightly repository and built after Rust. It's not feasible right now though, and it needs to be done here:

Cargo isn't really usable for this anyway thanks to how it bundles dependencies. The packages need to be redone in a sane way and I'm not going to maintain that myself.

It doesn't necessarily have to be done via cargo itself, just some way to make the packages accessible.

The packages would have to be built every day after Rust. The repository with the packages is https://github.com/thestinger/packages, not this one. It's not going to be possible to include these in the IRC template because they're often going to be broken as they probably are right now.

You can submit a pull request adding a package to that packages repository and I'll add it to the list of packages to build. I am not going to add them to the template here until there are strong backwards compatibility guarantees though. There are no additional packages that could be included in the init.sh script right now so there's nothing relevant to this project.

It has to be done differently now because I don't feel like maintaining Rust packages anymore.
