vet all lints for 16 bit compat

rustc has 16 bit support, so our lints should make sure they also lint for usize stuff below 32 bit. (e.g. ENUM_CLIKE_UNPORTABLE_VARIANT)

@oli-obk is this still a relevant issue? If so, maybe it could be added to the PR review checklist so that the vetting happens as part of the process.

And unvetted, older lints could be added to a todo-list to check that they do indeed work with 16 bit usize (maybe making the todo list could be a good first issue)

I have no clue. I haven't contributed to clippy in years beyond test suite stuff 😅
