Rename float traits, improvements for extensive tests - #1235

Make these names a bit more accurate since the bit width isn't the important part (significant width is).
Don't do adjustments if the count is overridden to avoid overflowing. Also allow setting the env to "unlimited" or "max".
This name is a bit more accurate since it may return a value greater than the iterations that will actually be run.
