Syncing with upstream 1.4

In my testing changes in weasel-pegeant do not solve problem with hung init process and high CPU usage (Issue #11) - at least not for ssh-agent-wsl, however it does not hurt either, so - sync with upstream. Also switch ssh-agent-wsl to static build.

More of issue #11 - High CPU usage

Add a small delay when executing "-k" option to allow proper helper exit or WSL gets confused.
