RFC: Configuration to silence repository whitelist errors

Hey @lkysow Atlantis is great, thanks for all your work!

However we are trying to scale our Atlantis deployment out to the full organization and would like to be able to silence the error comments that are posted when a repo is not whitelisted. We would really like to have the webhook on the organization as a whole, which makes writing terraform is an opt-in using just a standard naming convention.

What are your thoughts on the addition of a configuration flag to silence these errors?
