Bump tough-cookie and @jupyterlab/builder

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [@jupyterlab/builder](https://github.com/jupyterlab/jupyterlab). These dependencies need to be updated together.

Updates `@jupyterlab/builder` from 3.4.7 to 3.6.5
