Migrate to `protocolbuffers/protobuf` due to `bazelbuild/rules_proto` deprecation

Issue Description

bazelbuild/rules_proto is deprecated, and its contents have been migrated to protocolbuffers/protobuf. It would be useful if rules_proto_grpc and the language-specific modules could migrate to protocolbuffers/protobuf, in order to remove the dependency on the deprecated rules_proto.
