The completeOrder() method in Rule\RuleMailer\Model\Api\Subscriber incorrectly prioritizes quote products over order products when building subscriber data for completed orders.
Because of this Order.Products[PRODUCT].image has bad url, because $product->getImage() returns null in Helper/Data.php::getQuoteProduct().
The simple solution for now was to expose the product image to quote item via catalog_attributes.xml:
