Add tip mechanism to guide new users through the WebUI

Description

Motivation

To ease the onboarding of the new webui, we need to have a tips mechanism that can guide users through the interface with helpful contextual information

Features

Contextual Tips

• TipPopover component that can be placed near any UI element
• Displays helpful information in a popover on click
• Supports positioning (top, right, bottom, left)
• Variants: info (blue), success (green), warning (amber)

Global Tips Panel

• Accessible via lightbulb icon in the header
• Badge shows count of unread/available tips
• Slide-in panel with all tips organized by category
• Search functionality to filter tips
• Option to show/hide dismissed tips

Persistence

• Dismissed tips remembered in localStorage
• "Reset All Tips" button to re-enable dismissed tips
• Onboarding state tracked for auto-show behavior

Auto-show Behavior

• Essential tips automatically display for new users on first page visit
• Configurable per-tip via showOnFirstVisit and priority fields
