Prepend namespace to all FROM clauses

# Motivation

Due to differences in container runtime setups, docker.io might not be a default namespace to look for images.
Custom configurations to use a proxy for docker.io specific images can also be setup with a canonical image name.

# Change

To canonicalize the FROM clauses, it makes sense to prepend `docker.io/` when no namespace is specified.
