39.0.0rc1: cannot find `merge_rucio_configs.py`

rucio.cfg not found. will generate one.
python3: can't open file '/usr/local/rucio/tools/merge_rucio_configs.py': [Errno 2] No such file or directory

I think this might be containers-specific. e.g. looking at this CI run on the main repo: https://github.com/rucio/rucio/actions/runs/19928126623/job/57132947309#step:7:4227

We have

Generating alembic.ini and rucio.cfg

INFO:root:Merged 4 configuration values from /rucio_source/etc/docker/test/extra/rucio_mysql8.cfg

Which runs

 python3 $RUCIO_SOURCE_DIR/tools/merge_rucio_configs.py --use-env \
        -s "$CFG_PATH/rucio_autotests_common.cfg" "$override" \
        -d "$destination"
}

And indeed in the packaged release https://pypi.org/project/rucio/39.0.0rc1/#files there is tools/merge_rucio_configs.py

When running python3 -m pip install --no-cache-dir --pre 'rucio[oracle,mysql,postgresql,globus]==39.0.0rc1'

It seems that the wheel itself does not include the tools/ dir
