The same logic happens, but here there is no issue when upgrading setuptools:

Looking at the commit history https://github.com/rucio/rucio/commits/master/?after=000ea9fcba4980681d74af76ef355e0946fbbcc8+34 around 2025-11-18, it doesn't seem like there's a culprit commit; I think this is purely some dependency's behavioural change in a similar way to what occurred in rucio/rucio#6521
