In its previous location under .github/PULL_REQUEST_TEMPLATE/, it doesn't automatically take effect and requires manually adding a `?template=pull_request_template.md` param to the url when creating a new PR. Since we only have the one for now, this pulls it up which should make it take effect by default (🤞🏾).
