The due-date of Sept 1 is to provide adequate testing period prior to that (we can fudge it if necessary, but that's the target) Core functionality and multi-tenancy should be solid and robust (ie. main workflow of intake/distribution). Barcode functionality is a higher priority than Scale integration.
