This PR exposes lib_dir as a parameter of tutorial(), with a default value of NULL. This mirrors current behavior but unblocks users from choosing a different lib_dir. In general this isn't something most users want to do directly, but rather it's a problem they run into when trying to create a shiny prerendered R Markdown based website for learnr tutorials as in #510.

Closes #510 but needs rstudio/rmarkdown#1576.

I'm going to merge this; I think it's unlikely to cause problems for anyone.
