…a repo. Fixes a bugs associated with adding repositories from environment variables. Updates Gradle wrapper version.
Removes RosJavaPlugin in favor of having just the RosPlugin. Fixes several bugs related to reading paths form environment variables.

I wasn't actually able to get everything building from source before these changes. I think it was rather broken.
I've tested this via catkin_make and by calling gradle directly.
