Fix Travis builds

Currently we are unable to use Travis because the requirements are not installable.

**UPDATE**

In addition to fixing, we need Travis to also run Tox and the tests triggered by it. We will test only for py27 for the moment, but soon we might need to aim for py36+ compatibility.
