Implement #url in TLatex

Implements #url in TLatex. This is a follow of this request: #16512
#url was already implemented for JSROOT. It is now available in TLatex for SVG output.

Yes that's what I said in the original issue. It is a bit tricky but doable as shown in the follwing pdf prototype:
