Is it possible to attach recycler view to telegram animation?

So like telegram does, there is some kind of scrollview below header and one's that scrolls up that triggers transitions. So is it possible to have recycler view in this example so that it triggers new constraintSets when scrolling up? And one's the header is collapsed, the recycler view starts scrolling normally.
