Upgrades for 2027

The robot startup in HAL/RobotBase need to be audited to see if anything changed for 2027, and then make those changes.

Then the wrappers need to be updated for 2027 artifacts. Wrapper upgrades technically could be done before robotpy/robotpy-build#252 is done, but... don't do that. There is a semiwrap branch that I have some upgrades in.

I've moved mostrobotpy to semiwrap in #170 . It should be ready to go, just need some cleanup, then 2027 upgrades can start.
