(conan-io#18685) splunk-opentelemetry-cpp: migrate to Conan v2

* splunk-opentelemetry-cpp: migrate to Conan v2

* splunk-opentelemetry-cpp: disable build_jaeger_exporter for now

* splunk-opentelemetry-cpp: re-enable build_jaeger_exporter

* splunk-opentelemetry-cpp: simplify test_package.cpp

* splunk-opentelemetry-cpp: downgrade opentelemetry-cpp dep

Fixes the test_package opentelemetry missing symbol linker error.
