Public snips listing page

What is the feature or enhancement?

It would be fantastic if I could have a toggle to swap the homepage from the "snips.sh" homepage to be a list of recently published snips. Allowing me to quickly head to my on-premise snips deployment and see recent snips published by anyone, if it's public, and view them. Both via TUI or by browser.

It is almost ready, just worked through feedback from Rob but not yet merged Sent from [Proton Mail](https://proton.me/mail/home) for iOS
