Update the dockerfile
Updated the README to reflect how to run the docker/singularity image to get the help menu after the user has successfully pulled the image

update the dockerfile to fix a bug where libpack3 wasn't found in the runtime container. Also moved away from entrypoint to just adding the /app folder to the PATH variable. Having the executable in the path makes the behavior more consistent between singularity and docker
