Update `noSleep` to auto-wake actors on new runners

Currently `noSleep` only prevents awoken actors from going to sleep. We need to configure `noSleep` to be able to use the `crash_policy=restart` that always exists.

Related: we should also add a property that supports `crash_policy=destroy`.
