fix(iceberg): change iceberg rest catalog default implementation to java

What's changed and what's your intention?

• change iceberg rest catalog default implementation to java, because the rust implementation is not mature enough.
• add rest_rust catalog type which will use rust implementation.
• related issue integration with Nessie Iceberg Catalog #19283 Apache Iceberg Nessie catalog support #16773
