[MOR-1647] Map CwPanel APF to the IC-7300 observable audio-peak-filter field

Problem

The IC-7300 CwPanel APF affordance is bound to apfTypeLevel, while the exact profile observes audioPeakFilter. The control therefore presents a false affordance: its state and command path are not connected to the radio field the profile owns.

Acceptance criteria

• CwPanel APF display and action use the sanctioned adapter/handler path for the canonical observable audio-peak-filter field.
• Preserve capability and CW/RTTY mode gating.
• Exact-profile, non-mock coverage proves APF action route and canonical state projection.
• Unsupported or unobserved profiles show no actionable false affordance.
• No new capability schema, transport path, polling loop, model-name frontend branch, or transmit behavior.
• A non-TX IC-7300 hardware rerun verifies the control and canonical state agree.
