[MOR-1648] Wire IC-7300 Break-in Delay drag to a bounded canonical write #2565

Problem

The IC-7300 desktop CW-panel Break-in Delay slider is shown with a fresh supported field, but an owner drag/release produced no Web command. This is a gesture-to-intent boundary defect, separate from radio execution or pending presentation.

Acceptance criteria

  • One owner drag/release emits exactly one bounded Break-in Delay write intent after existing slider coalescing.
  • The intent reaches the existing command path and writes IC-7300 CI-V 14 0F.
  • Canonical state confirms resulting raw value or exposes a truthful failure/unconfirmed outcome.
  • Focused wiring/command tests cover one drag, coalescing, and exact supported profile route.
  • No new polling loop, per-control timer, optimistic radio truth, or transmit behavior.
  • A non-TX IC-7300 hardware rerun verifies one gesture and final confirmed state.
