Description

Based on #1448, allows using version 0.21.x of qcs-api-client with pyQuil.

Checklist

  • The PR targets the rc branch (not master).
  • The above description motivates these changes.
  • There is a unit test that covers these changes.
  • All new and existing tests pass locally and on the PR's checks.
  • Parameters and return values have type hints with PEP 484 syntax.

  • (New Feature) The docs have been updated accordingly.
  • (Bugfix) The associated issue is referenced above using auto-close keywords.
  • The changelog is updated, including author and PR number (@username, Test ignore #1234).

@dbanty We can use the release candidate; but just out of curiosity, what is the official release schedule of pyquil?

@vtomole it's in flux right now while we do a bit of reorganizing around project management. I'm hoping to have a more firm policy on releases (and release 3.2.0) before the end of the month.
