The reason was vim.exe --version
took more than 30 minutes. I don't know if this happens on local Windows machine because I don't have a Windows machine for now. (EDIT: Someone tried it on Windows 11 locally and it reportedly worked.)
The workflow successfully ran on last week. And there has been no changes since then. So I guess this is an upstream issue (GitHub Actions or Vim). gvim_9.1.0608_x64.zip was used in the job.
