Changed the option volume check test to only test for the upper case first character of the volume text.

Where L= liters, G = Gallons, M = Cubic meters.

NMEA messages GLL, RMB and RMC were not checked for data validity before using them.
Added code to check this.

Ptulp update to provide a checkbox in the preferences page under Events that allows the suspended timers to restart when OpenCPN is started. However if the timers are manually suspended, they will be started also when OpenCPN is started.

Preferences in the "Behavior Tab" down under "Events" "Auto Restart Timers" with a message "This will automatically restart the timers if they were suspended when starting OpenCPN."
