Have a look at https://metacpan.org/release/RUBYKAT/txt2html-2.02
it already has ported /usr/local/bin/txt2html.pl to /usr/local/bin/txt2html and updated the perl code to run with latest perl.
It also provides module HTML::TextToHTML

You can install this with

$ sudo cpanm HTML::TextToHTML

and then you should have /usr/local/bin/txt2html script working.

Hi @peterdragon and @ryandesign. Sorry for a too late reply.

@peterdragon, I think you are a bit mistaken. The last work done by RUBYKAT was in 2013, on version 2.52.01. The version you are referring to is 2.02 from 2003. There are 27 releases between the version you are referring to and the last one from RUBYKAT. I contacted her in 2018 and moved the code to GitHub at that time.
