fix(tts): timestamp gap between tts track, and clock rate for g722

This pull request do following:

• Fix tts test, which may fail because of the priority of select branch sometimes
• Change sample rate to clock rate, when its g722 the timestamp is incorrect
• Update timestamp when the timestamp have big gap (This happens when different TTS Track is not continous)
