ServletWarEntity and ZipEntryEntity ignore the timeToLive parameter

Both the ServletWarEntity and ZipEntryEntity have toRepresentation methods that quietly ignore the time to live value being passed by the client helper (CLAP and FILE both honor the the value).

On a related note, there does not seem to be a good way to detect which clients are using a LocalClientHelper and should therefore support the TTL setting.
